LAKA Meter™ — Civic Structural Integrity Monitor

The LAKA Meter™ is a structured civic integrity index used to measure observable indicators of institutional stability, procedural consistency, and principled governance. It provides a clear reference scale ranging from Level 0 (No Threat Detected) to Level 5 (Systemic Failure), allowing public events and institutional actions to be evaluated against consistent structural benchmarks rather than partisan interpretation.

Official LAKA Meter Severity Index

Level 0 — No Threat
Normal civic conditions. No systemic risk detected.

Level 1 — Monitoring  
Early indicators present. Situation being observed.


Level 2 — Elevated  
Conditions trending toward structural concern.

Level 3 — Concern  
Meaningful civic stress signals emerging.


Level 4 — Warning  
Severe degradation in institutional continuity and principled governance stability.

Level 5 — Severe  
Structural risks becoming significant.

Level 6 — Critical 

Structural civic failure or emergency conditions.
